The regulators fail after several years and this is one of the failure 
modes. Replace it.

Check the generator brushes and make sure that there is a little 
length sticking out the back of the holders. Then replace the VR. If 
the brushes and the VR are good then you may need to exchange 
for a rebuilt. A Bosch rebuild is as good as a new unit. I don't care 
for some of the others (esp. Lucas.) A local shop might do a good 
job for you, too.
