[T3] More leaky regulator

This morning I pulled the RH air distributor pipes (and carefuly put the
injector end in a plastic bag).

This afforded a better view of the pressure regulator. When I turned on the
pump I could see fuel bubbling out of the adjustor bolt at the rear end of
it. I tightened up the bolt but there is still fuel coming out. 

Should I have loosened it?

Is this a bad sign?
