The 69-71 AT neutral safety switch only allows the car to start in N (or is it P, I can never remember.) Only in 72-3 was the switch changed so that it could be started in either. Try wiggling the shift lever around while holding the key in the START position. If that makes things work then it is indeed the switch. If this switch is the problem there will be NO response from the starter, but since you mention the battery and charging system I am somewhat confused. Those would not be a concern unless the starter worked, but only weakly, in which case the neutral safety switch is off the hook.
