The original 68 wiper arms were attached by a set screw on the end opposite the arm, but these tended to work loose and were not reliable. VW recalled these and replaced them with an arm that was split and used a pinch bolt to grip the shaft. I think this is what you are describing. These work very well, but, while I really can't quite remember exactly what the nut/bolt looked like, it is quite possible that they used something special. If these are special, then you may have better luck just finding complete new arms w/hardware.
