Many people use the word "new" to mean one that they did not have before; as in "I went down to the store and bought a new starter. While a new beam IS a possibility, it is more likely that someone just found a good used one and put it in. Thus it is "new" to this car, but not really new. Most automotive writers are not known for their good use of proper language, nor are they too concerned with conveying exactly the right meaning. It is likely that the answer to this question is simply that what they wrote is not what they meant.
