Are you sure the flaps are working? Look on the sides of the alloy fan housing; there's a square section each side (easier to see on left) within which a flap moves as the engine heats up. The flap is fixed to an axle; you can see theU™ûW cking through the sides, and it crosses behind the distributor (gets in the way of adjusting the timing!). If that doesn't rotate about 1/4 turn as the engine warms up, that's the trouble. May be seized shut, or thermostat jammed shut (should fail-safe though). I had my 1600TE Fastback apart when I discovered this, so it was handy. If the bearings are worn, that could do it too. There aren't too many other things it can be. Look at the timing instructions for your model on the club site; it's a bit different from some. Dave.
