The special clips have a plastic peg which spreads the tags inside the hole. To pull the clips out, a pair of combination pliers will grip them well enough. To replace, push the peg outwards so the tags can go in the hole, then push the peg home to spread the tags again. There's something in the Club Technical Manual on this. The clips are not easily found, but can be bought at about $1 each (or £1 each in the UK !!) from German Car Co. etc, or may be cheaper from the club spares from Jane Terry JaneTerry@compuserve.com .
