Usually ring-shaped shims under the cylinder barrels are the choice made, other methods may be necessary depending on the state of the cylinder heads and how close to stock the engine is. Shimming the heads isn't really a good idea, but I've had two engines that I've gotten used that it was done to with no apparent ill effects . All call for some disassembly of the engine and careful measurments and calculations of both before and after. Gene Berg's technical writeups are a very good source of how to do this as well as the limits he's found for C.R. for various VW applications.
