Some sparking is normal. Lights flicker at night?  Hmmm. Maybe you're 
just revving too high and the brushes are bouncing.

Sparking and bouncing are both caused by out of round commutators. 
This can only be correctly fixed by having it turned. Using sandpaper 
on a copper commutator can be counterproductive; if you use the wrong 
kind of paper it will leave sharp bits of abrasive embedded in the 
soft copper. This will wear the brushes away quickly.
