Remove the air cleaner, squirt some ether in the carb, and turn the engine over. If it fires then dies, it's fuel problem. If it doesn't fire, it's a spark problem, or compression problem, or timing problem. A fuel problem could be no fuel in the tank, a blocked line, no pressure from the pump, or a dirty or malfunctioning carb.
