I am not sure about the '67, but on my '66 the washer fluid tank is pressurized directly with 35 psi, and not connected to the spare, like my '71 was. Usually though, after 30 plus years the lines become weak and brittle and won't hold pressure very long - if at all. Also try cleaning out the spray head (carefully) with a pin.
