One always searches out the contextual connotations when words are used, for, after all, words do not have meaning, but rather people have meanings for words.

In one case, "interim" might mean a temporary, intervening time, or "in the meantime".

In another situation, it may mean "bug off, kid, yer bothering us...we'll do this whenever we get good and ready and not one minute before!"

I'd come down on the side of the later...
