I found it... and as you suspect it has something to do with the flashers.

I was fooling around with the front indicators because I found that the
lenses were glued on (the inboard threads had rusted off). To check things
were working I turned on the hazards and... the fuel pump runs when the
lights are on... stops when they are off... and then runs when they come
back on.

I'll be back with more.

OK, in from the rain...

The wires from the relay are red(2), blue and yellow and gray.

One of the reds (the lower one) runs into a flex insulation with a brown
earth wire which runs through the bulkhead forwards.

The other red runs to the fuse box and is hooked on the 4th fuse from the
right which has a picture of light on the cover.

The blue/yellow and gray wires go into the bog thick bundle running to the
back of the car.
