Nope- at idle, when you're using little fuel, pressure will hold fine. When you try to draw a bunch of fuel fast, THEN pressure will drop! I had a (non VW) car with a line encased in plastic. The line had been squeezed almost shut, but the plastic had popped back out. I finally found it by putting a fuel pressure gage in the cabin and monitoring pressure continuously (don't try this at home for extended periods, kids- it's downright DANGEROUS!) But if your car bogs immediately, like you say, the fuel line's probably fine. There should be enough gas in the bowls to launch you, then as revs build, you'll start to lean out. I don't know how hard it is to get the top off the float bowls on your carbs, but on my (again non-VW) car with this problem, I ran it till it died, then pulled the float cover. Sure enough, NO fuel in the float bowl, which helped me diagnose the problem above...
