Yeah, and that's bad. Engines are designed to run in a particular heat range. If they're overcooled, they won't expand to the 'running' clearances designed for them, and will wear a lot faster. Rings and bores, especially. Also, you won't get as much power (as more energy from each explosion is spent trying to raise the temperature of the metal) and emissions will be worse.
