It's a good place to start. The 9mm (3/8") hose from the auxiliary air regulator (sits where the fuel pump would bolt on a Type 1 engine, or carb Type 3) to the rear underside of the intake air distributor may be split. This is the typical behaviour when that happens (but not the only way). Basically, the injection system shuts off if the engine is running at more than about 1200 rpm, but starts up again if the revs drop near stalling speed. Hence the up and down effect. A further possibility is that the timing is not quite right, when the vacuum changes can cause the timing to retard (?) to the point the engine won't run. Check the hose first - it's simpler! Dave.
