Probably the stabilizer bar at the drivers side has a groove worn in
it from the setscrew and you can't get any more draw with the bolt on
the passenger's side.  If you check the upper trailing arm on the
drivers side and there's a depression where the bar is, that's what's
happened.  You can loosen  the set screw and knock the bar back, but
it won't hold because of the groove.   This happened to me, I just
flipped the bar over and spotted a new dimple on the other side.
Disassembly necessary, figure a Sat. afternoon shot.  I also used JB
Weld to take up the slack around the bar in the trailing arm on the
driver's side, it had wallowed out pretty badly.  I'm still looking
for a replacement.  Unless you been driving it with the thing really
shimmying, you probably don't need bearings.  This is a cheap fix if
you flip the bar(and don't need bearings).  When I was in the Bay
area, my TIII parts guy was Bud's Bugs wrecking yard in Concord, don't
even know if he's still there, it's been a few years. Check the Yellow
Pages. The only place to get major front-end parts(except brakes,
bearings, ball joints and tie-rod ends) is off wrecks, I'm afraid, for
the majority of us, and they'll probably be in as bad a shape as what
you have.   There may be a few NOS front-end parts out there, but
they're pretty scarce.  I don't know why VW didn't put a flange or a
flanged bolt on the bar to start with, that setscrew arrangement to
hold the left end is pretty cheesy.  Check Bentley on the bearing
replacement, I think you'll find that frontend beam replacement looks
better and better, if you have to go that route.  It also has the wear
limits for the bushings.

Some of the other listers may know better, but I think all the later
frontends are the same, except for brakes on the last ones.  As far as
cost, it's what the traffic will bear.  Bud gave me a break sometimes
if things were in low demand and he was about to crush the stuff,
other times, things were in high demand and priced accordingly.
Depended on how many sand-rail and dune buggy builders needed TIII
running gear parts at the time.  Fenders and bumpers were always high.
