My '71's was pretty slow when I got it, so I took it out and chipped out the grease in the motor and relubed it and all the linkage. That helped a lot. After that, I had to replace the wiper switch because the valve leaked and cleaned the push-on terminals. That helped more. Finally, went back to the fuse block and cleaned those terminals and connectors. That didn't help a whole lot, but was noticeable. Even after all that, high speed really isn't that high, but it's driveable in heavy rain, which it certainly wasn't before. You might want to check the battery voltage, too. Not sure what a '73 has for a wiper switch, but mine has two speeds. Bentley has the wiring diagrams, yours might be mis-wired. Just some things to check ouot.
