If it helps, I found myself fruitlessly fretting over a low brake pedal 
until I accurately adjusted the brake shoes on all four wheels.  When the 
brake shoes are adjusted close to (barely scraping) the drums, then the 
brake pedal should resist your foot near the beginning (top?) of its 
travel.
