If so, the reason that they're there is to allow the removal of the rear torsion bars without having to remove the rear fenders. So filling in the holes is not a great idea, unless you're sure that the torsion bars will never have to come out (all the talk lately about sagging rear-ends and broken torsion bars would make me think otherwise). And as Dave Hall wrote in an earlier response, the covers in the front of a standard beetle should fit.
