Sounds like the fuel isn't getting to the carbs. Is the fuel pump good? Is the fuel filter new and gas flowing in the right direction (look for an arrow on the filter to show the direction the fuel should flow)? Are the fuel lines not kinked or pinched anywhere? Try starting it with the gas cap off -- if it runs then that means your fuel evaporative/recirculation (something like that) isn't working properly and a vacuum is being developed in your tank that keeps the gas from being drawn by the pump (a looooong shot, but easy to check...). The float valve may be stuck somehow so it doesn't allow fuel to flow into the fuel bowl in the carb. Have you sprayed carb cleaner on/around the carb to clean it up? Have you used a gas additive like STP to help clean the fuel system, carb jets, and absorb any water in the tank (highly doubtful it's water, but it won't hurt)?
