Gary, I would try the following (in this order) 1. Check the ignition system (timing, points, cap, rotor and condensor) Make sure the timing is set correctly, and the plugs are in good shape. 2. Check the fuel pressure. 3. Check the resistance of the cylinder head temperature sensor. This stuff is outlined in both the VW "idiot book" and the Bently manual. Your compression seems to be low, and the engine is getting up there, but if oil consumption is low, I would check these other things first before assuming the rings have worn out. Good Luck!
