On my '65 Squareback, the switch is on the actual dome light.  It works at
any time, lights don't have to be on, back hatch doesn't have to be open.  I
have noticed it has 3 positions for the switch as if one position would be
for an external switch like for the front doors, but there is no wiring of
any switch on the back hatch.  I can confirm this was the same setup on my
'63 Squareback but that one could have been modified as it was not very
original (my '65 is).
