	It can fail in ways that are difficult to measure.  The *best* test
is to substitute a known good one.

	There are a few things  you can check.  Do you have the Muir book?
I believe it indicates which lead pairs should indicate conductivity and
which should be electrically isolated from one another.  Also gives
resistance values, I think.  Also, pull the thing off & suck on it:  it
must hold a vacuum.

	Are you 100% *certain* that the throttle valve is shut?  Take off
the air cleaner & look in there!  Also, where the Beetle (or Type III, for
that matter!) mechanical fuel pump would mount to the case, there's a valve
to let in extra air when the car is cold.  This is another air pathway to
the intake manifold.  You might check this system--though I doubt that this
alone would make it idle at 3500.
