You can as long as it draws the same current or less while meeting flow and pressure specs and you can mount it. Most current US FI pumps reside in the tank, kind of hard to mount. Type IV pumps are close if not identical, likewise Type II FI pumps and Porshe 914 pumps. I think you'll find that cost-wise, the VW TIII pump is one of the less expensive ones.
