If it is a 67 or later it has dual circuit brakes and the front 
brakes MIGHT still work.  This still takes two people.

Sometimes you can wedge something in between the tire and the ground 
that will hold the wheel still enough to break the lug bolts loose.  
You can minumize the torque about the axle by using a breaker bar and 
positioning it so the handle crosses the axis of rotation of the 
wheel; this way the torque on the axle is less than the torque on the 
bolt.

Some wrecking yards have an air wrench and air compressor mounted on
the yard truck.  If you can get them to drive up there then you
don't need to worry about holding the tire still.
