I don't think you have made much of a case here.  You point out 
correctly that the cooling air comes in elsewhere so that the wrap is 
irrelevant to engine cooling, but then conclude that the engine will 
run cooler if the wrap is left off.

Why not just let ALL the heat out of the tailpipe where it can just 
be out of the picture?  This will keep the engine and the engine 
compartment the coolest.

But actually, as far as the engine is concerned, it really doesn't 
matter.  Better that you should make SURE that your cooling air 
bellows is in good shape and that the inside of the fenders has not 
rusted away so that warm air can be sucked in there to "cool" the 
engine.
