Yes, that is the fuel vapor line.  The cannister under the LF fender 
is the gas overflow tank.

The charcoal cannister was located to the left of the engine in 70 
(making the pressure sensor almost unreachable.)  On all later cars
it was relocated to the underside of the cargo floor, just above the 
transmission.
