I have seen replacement brushes that were too long, so the spring pushed sideways on the back end of the brush, rather than pushing inwards on the end. This caused the brush to hang up and not make contact with the armature. Even if you think you see plenty of brush, you should still test this by gently pushing inwards on the tail end of each brush to eliminate this possibility.
