Carbs, no fun!  However, check these things:  Are the floats floating? 
Are the electromagnetic cutoffs working (turn key on, touch the wire to
them, if they click they work; if not, you've found the problem)?  Is
the choke functioning?  Is the fuel pump suffering from leakdown?
