Your idle timing sounds a bit advanced to me (I'm not familiar with 
our carbed cars), but the max is fine.  A change in oil level won't 
change the temp at all, only how fast it gets up to temp.  Of course 
I'm assuming that you still have enough oil to provide adequate 
lubrication.  If you pull your dipstick with the engine idling and 
hear a "slurping/gurgling" sound then your level is too low and this 
is the sound of the oil pump sucking air.

A freshly built engine will always smoke as oil burns off the hot 
surfaces.  Is this a new engine?
