Again- outside mirror fix

Hello All,

I appreciate the responces I have received on taking apart an outside
mirror.

However, I must have not been clear enough.

I am not trying to remove the actual mirror from the arm.  I am trying
to take the thing apart at the pivot point.  At first glance, it looks
like you unscrew the bottom cap with a flat screwdriver, and the upper
arm should come loose from the round, "pivot cylinder".  But I've had no
luck getting the screw portion out.  I hope the additional info helps.

I did take a good one apart and it seems the arm does not pivot at the
screw, but the screw is in a plate which actually rotates inside the
"pivot cylinder".  I'm stumped.
