Horn ground


I got letter in the mail yesterday telling me that I have to have a working
horn by 09/14 or my insurance is cancelled, giving me 4 days to get it working
(well 2 days since the insurance company isn't open Saturday or Sunday).

I figured out what was wrong - the ground wire from the horn down the column
was unhooked near the steering coupler, probably from the previous owner's disc
brake front-end install.  I got it all working by just grounding that wire, but
here's my question:

Where does that wire normally ground to?  My first attempt was to ground it to
a wire coming off the steering box (it wasn't hooked to anything either) but I
guess the steering box isn't grounded?

I ended up running a wire from the column connection to the steering box
connection to a grounded screw that hold the spare tire bottom black tin piece
in, located in the very front of the trunk.  What's the normal wiring path?

I'll keep the comments about the stupidity of a letter that says "this is your
only warning" and gives you 2 days to fix something to myself...  or will I?
