Distributor

Came across a discoloured and heavily oxidized distributor in one of my
many parts boxes.  How do I test a dist. to see if it is good or not?

The part no. reads: 0 231178 009

Bosch 009?

It is missing points, cap, rotor but has it's condenser.  Does not look
like a vacuum advance model.

What is the best way to clean it up and can the outside be safely painted?
