I didn't have to make new brackets, in fact I don't use the stock bracket
at all. But I did have to drill two holes in the lip of my fender so I
could screw in the flap to the fender using the stock holes in the flap.

Interesting. I'll keep that in mind if I ever find a set for a reasonable
price.
