Stupid Transaxle question

Ok, time for a stupid question from me.

I think the second gear syncro in Maggies transaxle is bad.  I cannot down
shift from third into second without the gears grinding.  Upshifting is
fine.  Now, if I double-clutch it works fine.

Talking to the previous owner, he said this was normal and he has seen it
on several Type 3s.

I find this hard to believe, is it not the same transaxle design of that
in a bug?  In all the bugs and Type 2's I have owned, I have always been
able to downshift into 2nd from 3rd.

Enlighten me please, slowing down and then trying to find enough power in
3rd gear to continue is a pain. ;-)
