What is it?

While installing my stereo the other day I ran across a springy cord, like
a phone cord, under each seat.  The ends looked like they belonged hooked
up to something.  I considered grubbing around looking for
I-don't-know-what to plug it into, but I thought it'd be easier to just ASK
what are these cords for?
