Rust, OH NO!!

The extent of what you should do really depends on exactly how bad it is.  
Is it on the inside or the outside?  Can you poke a knitting needle through 
it?  If it is just inside surface rust (even deep surface rust) I would 
recommend just scraping off any loose rust, soaking it with LPS-3 (NOT 
LPS-1), letting that dry, then installing your carpet.
