crack on the chassis

Hi Volks,

My '64 notch has cracks on the "armpit" section of the chassis (shown in 
dash below)
The past owner has the part of the chassis that hold the front end 
stuffed with rubber
since it won't clamp tight.
Is it better to have it weld with electric welder or a gas welder?
Currently it's running wobbly. I had it align, nothing change. I suspect 
that's the cause.
Will It be fixed or should I consider it dying?
Pardon my lengthy explanation since english isn't my native language and 
my previous car was a '92 Toyota  :)
