The cold start valve doesn't make enough noise to hear over the starter, 
which is the only time it is energized unless someone has butchered the 
wiring harness.  Your 73 probably has EGR, however, and the EGR valve makes 
a quite noticable "thump" when you turn on the ignition.  Perhaps that's 
what you're hearing.

The check valve is in the pump.
