A center console would be a custom creation. Try looking in a JC Whitney catalog as they sell all kinds of stuff and I have seen what you're talking about. I don't know if it'll fit a VW, however. You got that E-brake and heater controls to get to! As for lifting, well, how high? Adjustable spring plates can give up to a 2" lift (or drop) but you must remove your old spring plates; air-adjustable shocks are more versatile way; wrap the rims in taller rubber (taller tires) but now you run into speedometer offset, engine cooling problems, and slower takeoff speeds but higher highway speeds; and you can go the more permanent way of removing and replacing the spring plates at a different spline location (good for big lifts/drops). The cheapest method, and one you can do yourself, is by using the air-adjustable shocks (about $70). Adjustable spring plates for a T3 run around $200 and professional installation another $200 (can vary). If you have a garage, the tools and the time you could do it yourself in about a weekend (removing the quarter panels will make it easier). I have no idea about tire costs.
