On a 66 the headlight power doesn't come through the ignition switch so 
that's not your problem.  If the high beams work then the headlight switch 
is fine, because it supplies power to both via the same current path.  So 
the problem is in the relay or later (fuses, wiring, or the headlights 
themselves.)

Windshield seal looks

Possible around the wiper hole, but more likely throught the vents even 
though you THINK they are sealed up.  Clear out their drain hoses and fix 
the problem rather than just tape up the vents.

If it just happens while driving, check where the radio antenna wire enters 
the car from the wheel well.
