Okay, a check of the microfilm indicates that I am wrong once again: the 
blue foam pad was standard in ALL cars before 69!  So your car should have 
had the cup, washer, sponge, and cap.  I take it your sponge is gone.

It's kind of a check valve.  It won't let anything in, and it will only let 
something out if there is pressure from the inside.  Since the top of the 
same tube feeds into the air cleaner, the only way there can be pressure is 
if there is standing liquid in there.  So it is meant to let water 
(condensed from combustion byproducts) run out while recycling the vapors 
into the air cleaner. Actually the first emissions control addition to our 
engines.  It appears they were used from the start, until eliminated by the 
later drain back into the sump system.
