We won't go there...   (kidding)

Just a question...not to insult, but are you sure your attaching the
bottom cover on the bottom pad?  and not the top (back) cover on the
bottom?

They look VERY close, but this might explain why it doesn't fit.

Otherwise, You must have received a bad one.  Or maybe one from a Bug? 

The maker is probably TMI, but I'm guessing.
