If they are really stuck, just take the rocker assembly off so you can work on the whole thing in a good vice with soft jaws. It's amasing how much easier it is to loosen tight fasteners when you give yourself the physical advantage. The liquid sold as a lock lubricant, Lock-Eze, is also fine because it drys and just leaves behind graphite, and possibly some moly disulfide, also fine. Otherwise, like Jason said, hook the cylinder with the key and pull it out.
