The fuel TANK does not ever get pressurized, but the fuel lines do.  
However, with the key off the pump should never run.

If you turn the key on but do not start the engine the pump will run 
for about 1 second then turn off.

If the engine is running the fuel pump will run continuously.

Which state is your key/engine in?
