These would be the same regulations that allowed us to have disc/drum setups 
on Beetles over here and drum/drum for you guys over there.  As far as I know 
we are required to have lap-shoulder belts on the old inertia-reel as they are 
standard equipment.  Only in the past 5 -10 years are we really getting into 
the airbag game.  As Aaron has said you can't buy second hand belts legally.

They moved the pouch from the seatbelts to the doors. We don't get Paul Hogan 
on our Subaru Outback ads.  Apparently, Aussie women don't like him as much as 
the rest of the world.  :)
