I would contact the CA DMV again and explain the entire situation.  They 
will be able to tell you exactly what you have to do.  Whatever you need to 
do is the same thing that a title company will have to do.  The only 
difference is that they will do it for you and you will pay them for their 
effort.

It is likely that you will need to deal first with the NM DMV and get NM 
title to the car, or get clear title for the person that you plan to buy 
from.  In my opinion, it should be the responsibility of the seller to 
provide clear title to the car, but I realize that may make your seller less 
cooperative.  The thing that is important to understand is that if there is 
something shady in this car's background, it will come out in this process.  
You need to make sure that you don't get screwed in the process.

It sounds to me like your seller is just hoping you will pay him for the 
car, let him off the hook, and take full responsibility for everything 
yourself.  I had a similar problem about 10 years ago and I agreed to accept 
the car and pay half the price until the seller came up with a title.  He 
admitted that he had had the previous title which had been signed over to 
him but had lost it.  Well, he was the one who had lost it, so he was the 
one who had to pay to replace it. Unfortunately, he also had to pay an extra 
transfer fee.

The moral to the story: pay attention to how and where you store your titles.

I didn't think there were any good hydraulic setups for the type 1/2/3 block.
