I think that would depend on your shop capabilities and the result you
want.
A pan swap is not a simple job, but with that you'll be assured that you
won't be introducing new problems by cutting and welding the pan. As a
bonus you get the option of using the dual circuit for the brakes and
the front disks. You may want to keep the younger transaxle, etc.
OTOH if you have less space and time, you can cut out pan sections to
suit your specific rust problem, you won't be fiddling with other parts
of the car that may have become delicate over 40-odd years, and the
chassis number doesn't change. Most owners will go this route.
I'd have a hard time cutting up a good pan, though.
