From what I read in the archive, the "seals" are actually for scraping a bit of oil INTO the guide, so I'd guess they should go on the exhaust valves.
You are correct, they are to scrape oil into the exhaust valve guids. VW started putting them on when they atarted having problems with exhaust valve guide wear.
Only 'cause I'm echoing what I read from you in tbe archive :-).
So, given that I only have 4, should they go on the inlets, or exhaust ?
